Web Portal Usage Policy

1. Introduction and Acceptance of Terms

1.1 Purpose

This Web Portal Usage Policy (hereinafter referred to as the “Usage Policy”) establishes the general terms and conditions governing the use of the web platform and services provided by the National Institute of Public Health (hereinafter referred to as “INSP”, “we”, “us”, or “our”).

1.2 Acceptance of Terms

By accessing, browsing, or using this web portal, you (hereinafter referred to as the “user”, “you”, or “your”) confirm that you have read, understood, and fully accepted the terms and conditions of this Usage Policy.

If you do not agree with any of the terms and conditions set forth below, you must refrain from accessing or using this web portal.

1.3 Amendments to the Usage Policy

INSP reserves the right to modify, update, or revise this Usage Policy at any time, without prior notice. Amendments shall enter into force immediately upon publication. Continued use of the portal constitutes acceptance of such amendments.

For the purposes of this Policy:

“Web Portal” / “Platform” – the INSP website and all associated services

  • legally established legal entities;
  • authorized representatives.

INSP shall not be liable for losses resulting from user negligence.

3. Intellectual Property Rights

3.1 Ownership of Content

All portal content is the property of INSP and is protected by copyright legislation.

3.2 Permitted Use

The following are permitted:

  • browsing for personal or educational purposes;
  • downloading for non-commercial use;
  • distribution of links to the portal.
 

3.3 Prohibited Use

The following are prohibited:

  • commercial use without prior authorization;
  • scraping or automated data extraction;
  • modification of copyright notices;
  • uploading malware;
  • unauthorized access.
 

3.4 Trademarks

The INSP name and logo may not be used without prior written consent.

4. User Obligations

4.1 Permitted Conduct

Users must comply with applicable law, respect third-party rights, and adhere to proper online conduct.

4.2 Prohibited Conduct

The following are prohibited:

  • unlawful use of the portal;
  • posting offensive or illegal content;
  • spamming;
  • harassment;
  • collecting data without consent;
  • breaching security measures.
 

4.3 User-Generated Content

Users retain rights over content they upload but grant INSP a license to use such content as necessary for the operation of the services.

5. Service Availability and Limitation of Liability

The portal is provided “AS IS” and “AS AVAILABLE”.

INSP does not guarantee:

  • uninterrupted availability;
  • absence of errors;
  • accuracy or specific results;
  • Use of the portal is at the user’s own risk;
  • The information provided does not constitute medical or legal advice.

INSP is not responsible for the content of external websites.

INSP complies with the GDPR.

This Policy is governed by the laws of Romania.

Disputes shall be resolved amicably or by the competent Romanian courts.
